JOB DESCRIPTION

POSITION TITLE  General Manager, Technical Safety and Risk

LOCATION             Sur

 

ROLE PURPOSE

Oversee and manage all activities related to technical safety of the OLNG plant by conducting assurance of all plant assets, implementing Process Safety Management System, and establishing process safety standards to safeguard process safety, reliability, and availability of OLNG complex operations.

 

ROLES AND RESPONSIBILITIES:

1)MANAGERIAL RESPONSIBILITIES:

•Drive seamless communication between the leadership and the team members to ensure smooth flow of information and timely decision making

•Conduct regular checks in with team members for alignment on expectations, assessing performance against set goals, provide feedback for continuous improvement and ensure Individual Development Plans are in place for team members to perform their job effectively

•Guide and support team members on all operational and functional matters and resolve any doubts/concerns/grievances they have

•Devote time to train team members on new ways of working, developing new competencies, and upskilling to drive performance and productivity

•Ensure availability of planned manpower – initiating hiring well in advance to prevent any shortage of skilled personnel and evaluate and recommend candidates for vacant positions in the team

•Mentor and guide team members to drive superlative performance and encourage them to make the most of learning and development, career development, secondment, and promotional (step-up) avenues

•Provide thought leadership and final decisions on all matters related to Technical Safety and Risk

2)FUNCTIONAL RESPONSIBILITIES:

Technical Safety and Risk – Strategy, Processes, and Practices:

•Develop departmental strategies in alignment with the corporate strategy and ensure the alignment of delivery of business results to the corporate objectives

•Develop and maintain the long-term strategic plan for the technical safety and risk engineering activities in the Asset Reference Plan, and ensure alignment with production, maintenance, and projects for delivery

•Develop strategical and sustainable work process/practices to improve the site process safety management and culture

•Develop a strategy for a generative process safety culture across OLNG and influence relevant stakeholders for its adoption

Process Safety Management:

•Ensure the corporate goals are translated into departmental directions and objectives for the engineering requirements of the plant to achieve and sustain long term technical integrity of the OLNG complex

•Provide in-depth design and technology direction for all technical safety and risk activity within the organization

•Guide the team on process safety, technical studies, Process and Instrument diagram reviews, Safety Integrity Level (SIL) assessments across all disciplines including operations, engineering, projects, and maintenance to ensure flowless project execution and safe operation

•Manage and facilitate HSE risk assessment workshops and studies, including but not limited to HZID DSR, Risk Assessment, layer of protection analysis (LOPA), and pre-start-up safety reviews (PSSR), facility layout and safe siting and ALARP assessments for the workshops

•Champion site’s HEMP-LOPA bowties identification, implementation, compliance, and culture sustainability

Quality Assurance and Compliance Management:

•Define process parameters and risk elements within Technical Safety and Risks to define assurance processes to ensure risk profile in relevant business scope is identified, monitored, and controlled

•Define the TSE assurance and support standards for production and maintenance to sustain continuous and uninterrupted plant operation

•Ensure compliance management of the 22 requirements of the AIPSM (Asset Integrity and Process Safety Manual) of HSSE-control framework, including DEM1, DEM2 and overrides of safeguarding system

•Monitor all departmental activities for their adherence to assurance standards, HSSE and regulatory framework, internal protocols, and decide suitable action in the event of deviation

Process Safety Performance and External Assurance:

•Monitor the Process Safety (PS) performance, analyse deficiencies and influence stakeholders to drive improvement initiatives

•Oversee timely and effective delivery of complex external assurance process like Process Safety Assessment for the process, utility and storage and loading facilities

Technical Authority Framework (TAF) and LOPC Goal Zero:

•Oversee the implementation of the Technical Authority Framework (TAF) strategy, ensure its continued integration into the technical competency development processes, and manage all audit items related to TAF

•Lead the team in deriving LOPC Goal Zero, implement improvement plans for culture and system changes

Miscellaneous Tasks:

•Represent OLNG in national and international Process Safety and Asset Integrity Management forums and ensure knowledge and experience sharing within and outside the organisation

•Act for the Engineering and Technology General Manager as per requirement

 

KEY CHALLENGES

•Develop and sustain a generative process safety culture within staff and business partners equally

•Challenge the status quo and influence stakeholders to drive the case for change and compliance

•Strike a balance between ensuring safety and maintaining operational efficiency

 

QUALIFICATIONS, EXPERIENCE AND WORKING CONDITIONS

EDUCATION         

•Graduate Degree in Chemical Engineering, Physics or Process Safety (BSc. or equivalent) (REQUIRED)  

• Technical Authority (TA-2) or equivalent for technical safety engineering design and operation (DESIRED)   

EXPERIENCE                                            

•12 years hydrocarbon industry experience, including design/operations support  (REQUIRED)

•5 years of experience as Process/Technical Safety Engineer (3 years as Principal Engineer) (REQUIRED)

•5 years of supervisory or line management experience (REQUIRED)

•Experience in Risk management, Safety in Design, HEMP/Bow-tie methodology, HAZOP, and PSA methodology (REQUIRED)   

•LNG/Gas plant process knowledge and experience (DESIRED)

 

WORKING CONDITIONS

Normal work schedules

Occasional working in shifts and on weekends

Note: This is two years renewable contract
