About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

Directly contribute towards PDO corporate objectives by ensuring the safe, ethical, compliant and most competitive delivery of third-party services, ensuring uninterrupted and timely supply, imparting supply chain best practices to unlock value opportunities, while effectively managing stakeholders/ interfaces and mitigating supply chain risks.

As well as accountability for the management of a diverse and high value portfolio of contracts/ categories, the ‘Service Manager, Integrated Supply Chain’ will drive performance and capability development, be an ambassador for HSE ‘Goal Zero’, ‘Cost Leadership’ and competitive ‘In-Country Value’ agendas, and champion Category Management and Integrated Supply Chain transformation programs.
 

Education & Experience

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Economics, Operation Management, or equivalent fields. Master's degree is preferred
  • Demonstrable experience in category/ contract management, supply chain operations, and/or procurement roles
  • A minimum of 12 years relevant supply chain experience, of which, not less than 5 years should be in a leadership position
  • Strong understanding of contractual principles, legal requirements, trade compliance, and industry best practices.
  • Excellent negotiation, communication, and interpersonal skills.
  • Demonstrated ability to lead cross-functional teams and drive results in a dynamic and fast-paced
  • environment.
  • Proficiency in contract management software, ERP systems, and data analytics tools.
  • Solid expertise in contracting/ category strategy development, demand management, cost modelling, sourcing (including vendor evaluation and selection), drafting, delivery through others, driving sustainable change, process optimization, and the development of front-line leaders are essential
  • Relevant certifications such as Chartered Institute of Procurement & Supply (CIPS), Certified Professional in Supply Management (CPSM) or Certified Commercial Contracts Manager (CCCM) are a plus.
     

Principle Accountabilities:

  • Promote and maintain HSE as first priority with the team through compliance to PDO HSE ’Golden Rules’ and ‘Life Saving Rules’.
  • Plan (from corporate and asset plans) sourcing projects and Supply Chain activities in order to allocate portfolio activities to the contracting team while ensuring optimal usage of resources.
  • Ensure that portfolio commercial performance and value drivers are in line with CP principles, processes and procedures and corporate objectives and regularly review the commercial performance and achievement of the value drivers with an aim of further improvement.
  • Liaise with global category managers to share best practice and business improvement opportunities.
  • Promote “Competitive In country Value” in contracting and Omanisation through targeted recruitment in order to retain staff and develop new and existing local companies.
  • Manage market uncertainties 
  • Manage Relevant categories.
  • Promote standardization and promote and develop performance-based contracting. 
  • Leads improvements in CP process implementation in general, contracts management in particular and value identification and realization.
  • Cultivate, grow and maintain quality relationships with key internal- and external stake holders in order to form a unified view and share knowledge on subject matters of common interest for improvement with the aim of protecting company’s interests.
  • Manage training, coaching and staff development plans to ensure the right calibre of skills and competences are in place, capable to achieve ISC goals current and future challenges and to satisfy business requirements ethically and commercially within the framework of ISC processes, procedures and guidelines.
