About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.
 

Purpose of the Job

•    To coach, develop and manage a motivated, robust, sustainable and a competent supply chain team capable of planning, organizing, managing and executing contract engineering activities associated with the ORP process (6) phases, in order to achieve established short and long term smooth running contracts, mitigate potential claims, manage contracts ACV and variations, hence realising contract profitability in terms of increasing production along with cost competitiveness. 
•    The portfolio high level activities cover the following but not limited to:
o    Working with North and South Assets Directorates (OND, GD and OSD) and Petroleum Engineering (UPD) & Engineering Function (UED) starting from opportunities initiation, maturation throughout identity, assess and select phases of ORP process. 
o    Working with Project Delivery Directorate (UDP) on strategy development, contract(s) award, post award contract management phases, up to contract close out, which covers define and execute phases of ORP process and 
o    Working with Assets Directorates (OND, GD & OSD) during the Assets operating phase

Education & Experience

  • Bachelor’s degree in business administration, engineering, Operations Management, Quantity Surveying, Economics, Law, Business, Supply Chain Management, or equivalent Master's degree preferred.
  • Minimum 12 years of experience in Contract Engineering with a minimum of 10 years in a management or supervisory position and preferably in the relevant area of portfolio or well engineering or projects delivery contracts.
  • Proven experience in procurement, strategic sourcing, and category management within the oil and gas industry, with specific expertise in projects delivery.
  • Strong negotiation skills and the ability to effectively manage supplier relationships.
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Demonstrated leadership skills, with the ability to motivate and inspire cross-functional teams.
  • Excellent communication, presentation, and interpersonal skills.
  • Knowledge of relevant regulations, standards, and best practices in the oil and gas industry.

Principal Accountabilities:

  • Maintain HSE as top priority through compliance to PDO house rule, PDO HSE golden rules and PDO LSR (lifesaving rules).
  • Develop strategic, short and long term projects delivery plans
  • Manage, coach and support the supply chain team to effectively execute the full sourcing process from demand challenge,  strategy development and implementation through prequalification, tendering, award of contracts/order, up to contract close out taking into account in-country value including constructive challenge of existing processes and procedures, timely involvement of PDO boards and stakeholders views and suggestions through tender board presentations with the aim of having a complete, clear and unambiguous tender document that will form the base for the final contract document. 
  • Engage and align PDO end users in order to ensure that all parties share a common goal and understanding, and supply chain latest standard documents are used, and Procedures and Guidelines are strictly abided to in the whole sourcing process and post-award contract management with the aim of running the operations ethically and efficiently.
  • Ensure the fundamental supply chain principles, processes and procedures are adhered to in developing strategies, tactics and contract management plans to ensure contracts are executed smoothly, ethically and commercially sound.
  • Escalate in a timely manner issues to the relevant stakeholders in order to avoid adverse impact on the business.
  • Lead improvements in supply chain process implementation in general, contracts management in particular and value identification and realization.
  • Establish and maintain quality relationships and effective communication links with key internal- and external stakeholders in order to form a unified view and share knowledge on subject matters of common interest for improvement with the aim of protecting company’s interests.
  • Coach, develop motivate the team members and assess their skills and capabilities to identify areas for improvements and the training required to provide the team with the required skills, knowledge and experience and all the necessary tools to meet current and future challenges.
  • Recognize and reward team members’ accomplishments and exceptional performance.
  • Manage all soft matters, such as, ensuring a fair distribution of workload taking into account individual differences and capabilities, KPIs measurement of the team performance.
