Job purpose

Leads, and coordinates, the environmental designated team for the technical Support Services on Environment Services for designated areas at OQ RPI (refinery / Petchem.) Plants,  across OQ RPI sites and all related operations under Head of  Environmental  scope acting as owner of Environment standards and execution of minor projects, modifications in accordance with the technical standards set by TSD, through; (1) provide technical advice to the organization on Environment related matters, (2) Coordination and supervision environment services in the designated area (3) developing strategic and operational environmental plans and processes that ensure compliance with international standards, applicable legislation, adopting industry “best practices” that ensure continuous performance improvement,  and (4) lead the team and organizing & implement technical training for improvement of maintenance skills; in order to contribute with the promotion of an environment aware culture to ensure that OQ manages the environmental risks of its existing and future activities improving Environmental performance.

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

 

Main tasks and responsibilities:

  • Contribute to the development and execution of the HSSE – Environment Services long-term strategic plan in alignment with the function and organisation strategies.
  • Contribute to the development of HSSE – Environment Services business plans to ensure the achievement of function and organization financial and strategic objectives.
  • Support in reporting progress against the department business plans, opportunities, challenges and issues faced, mitigations taken and course correction actions, etc. as required, to make an informed decision.
  • Lead and guide a motivated, engaged, high performing and capable team in order to deliver the department business plan.
  • Review and recommend the HSE – Environment Services budget in alignment to the respective department business plan.
  • Monitor the environmental performance of existing activities to ensure OQ RPI Assets meets all required regulatory requirements and organizational objectives.
  • Support in Identifying future environment issues and their likely impact on OQ-RPI Assets / activities and develop integrated plans and strategies with affected stakeholders in order to address the issues in the most efficient and effective manner.
  • Support Environmental projects and proactively to improve performance.
  • Review environment process and propose modifications to improve performance and avoid future complaints.
  • Develop and maintain effective relationships (internal and external) to ensure that OQ-RPI can appropriately lead wider environmental initiatives that influence OQ -RPI Asset’s activities and enhance OQ’s reputation among stakeholders.
  • Support in promoting an environment aware culture across the organization through providing guidance and advice to the organization and assisting in campaigns related to environment services in order to address environmental issues.
  • Present regular and ad-hoc management reports on new opportunities, highlight critical issues and challenges, and provide strategic insight to ensure effective decision-making.
  • Ensure safe operations by complying with the organization’s HSSE, quality and environmental management policies, procedures, and systems in order to achieve zero harm to people, assets, and the environment.

Key Interactions:

Internal: Liaise with the colleagues and stakeholders for day-to-day work including Department managers, Maintenance, Operations, Technical Services, Engineering and Shift staff

External: Acts as liaison between Government offices, External regulators, lenders Environmental consultants, Neighboring industries, Universities and research organization, Industry bodies, Ministers, and political decision makers.

 

Notable Working Conditions: Field Operations and office environment, Moderate to intensive computer screen use.

Education Requirements: Minimum qualifications for this position are a bachelor’s degree in engineering or equivalent

Language Requirements: Excellent knowledge of written, read, and spoken English (required)

  • Experience in Environmental and Social area with similar role.
  • Oil & Gas or related industry experience
  • Fundamentals of HSSE - Comprehensive knowledge of occupational health & safety. Detailed understanding of general industry standards and the requirements of the more frequently referenced standards. Includes deep knowledge of basic health and safety concepts such as hazard and risk assessment, personal protective equipment, behaviour-based safety, machine/ equipment safety, confined space entry, etc.
  • Occupational Health & Safety Management System-
  • Experience in HSE audits.
  • Knowledge of OHSAS 18001 and RC14001.
  • Knowledge of risk management methods and practices.
  • Knowledge of HAZOP or similar studies.
  • Knowledge on Environment Omani Legislation and International standards.

Technical:

  • Proficiency in M/S Office
  • Quantitative risk analysis (QRA)
  • Evidence searches and analysis.
  • Ability to review P&ID, HAZOP study.

  • Conversant with National and international laws & regulations governing environmental issues and refining/petrochemicals.
  • Conversant with IFC Performance Standards and Equator Principles
  • Ability to cope with uncertainties and knowledge on how they will influence the business.
  • Capable of rigorously implementing and enforcing global standards, procedures, and engineering work processes.
