Job Description

The Associate Health, Safety, and Environment (HSE) Specialist will provide primary support to Muscat Headquarters and secondarily to field locations, as well as personnel, in all aspects of Health, Safety, and Environment (HSE) by supporting, auditing, and implementing HSE programs, including the Operating Management System (OMS) and Life Safety Rules (LSRs). This role ensures compliance with policies and standards, analyzes HSE data for continuous improvement, and fosters a strong safety culture across all levels. Additionally, the HSE Specialist provides contractor support, conducts incident investigations, promotes safety awareness, and engages in digital transformation efforts to enhance overall HSE effectiveness.

The Associate HSE Specialist's responsibilities include but are not limited to: 

  • Support the implementation of OMS and emergency management systems, including program implementation, audits, inspections, contractor HSE program support, and other HSE activities.
  • Develop and expand personal knowledge of HSE Management, safety/risk engineering, and occupational health activities.
  • Assist in maintaining HSE department performance KPIs and other databases.
  • Support efforts in using data analytics to identify trends and potential improvements in HSE performance, leveraging predictive analytics to anticipate risks and prevent incidents.
  • Support, monitor, and enhance Behavior-Based/Observations Program.
  • Participate in health and hygiene inspections of OXY and contractors’ facilities,
  • Support, participate, or lead detailed incident investigations via TapRooT® or similar Root Cause Analysis investigation methodology.
  • Help develop/review Job Safety Analysis (JSA) and pre-job Risk Assessments when requested.
  • Conduct Integrated Safe System of Work (ISSoW) (permit to work) audits.
  • Assist in emergency response situations and provide the required support to the Incident Command structure as required.
  • Advise management on cost-effective solutions to HSE issues and innovations in HSE management techniques.
  • Participate in HSE assessments/inspections by management, the Ministries, OOG, OPC etc.
  • Assist in internal HSE audits and inspections of Oxy operations/facilities and report results, findings, and recommendations to management.
  • Assist in the development and presentation of relevant HSE training
  • Liaise with field personnel to promote HSE awareness.
  • Conduct, participate in, or support regular and monthly HSE meetings/training and schedule them as needed.
  • Be an active participant in Oxy and contractors’ safety meetings.
  • Support strategies for communicating HSE risks to both internal and external stakeholders, ensuring clear, consistent, and timely information sharing.
  • Support leadership and mentoring to contractor HSE personnel, fostering a safety culture among contractor workforces and ensuring alignment with Oxy’s HSE objectives.
  • Explore and recommend the integration of emerging HSE technologies.
  • Support digital transformation initiatives like integrating software solutions for incident management, real-time risk assessment, and automated reporting, enhancing overall HSE effectiveness.
  • Collaborate with engineering teams to integrate human factors into the design of equipment and work processes, minimizing the potential for human error and enhancing safety performance.
  • Act as a change agent by driving the continuous improvement of the organizational safety culture, focusing on OMS principles, leadership engagement, safety behaviors, and trust-building among workers at all levels.
  • Support knowledge sharing and continuous learning opportunities within the HSE team, keeping abreast of emerging trends in health, safety, and environmental management.
  • Support HSE onboarding programs for contractors, with periodic performance reviews to ensure that they are meeting Oxy’s safety standards throughout the duration of their contracts.
  • Support efforts to ensure all contractors are in comply with Oxy Policies, Standards, Procedures, and Guidelines (PSPGs), local HSE legislations, and other international standards as applicable.
  • Engage with and support local communities to promote safety awareness and participate in CSR initiatives, ensuring that the company’s HSE practices positively impact the broader community.
  • Act as a mentor and coach to all personnel, fostering the development of future HSE leaders within the organization.
  • Perform other work as directed by lead, line manager, or VP HSE.

Skills Required

  • Bachelor’s Degree in Health, Safety and Environmental Management, Fire Safety Engineering / Management or any related majors.           

  • Cumulative GPA of 2.5 or above; priority will be given to the highest GPA in the selection process.

  • Must be a fresh graduate, job seeker or working in a non-permanent position.

  • Must have not held any permanent jobs before.

  • Must be graduated on the date of application.

  • Must be an Omani national.
