About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

The HSE in Control PMO of the Integrated Supply Chain is responsible for overseeing and implementing health, safety, and environmental policies and procedures across various projects within the supply chain. The role involves ensuring compliance with regulatory requirements, mitigating risks, promoting a culture of safety, and driving continuous improvement initiatives. Responsible for managing the HSE framework deliverables for C&P. 

Education & Experience

  • Bachelor’s degree in occupational health and safety, Environmental Science, Engineering, or related field.
  • Professional certification in HSE management (e.g., NEBOSH, OSHA, ISO 45001) is preferred.
  • Minimum of 7 years of experience in HSE management within a complex supply chain environment, preferably in manufacturing, logistics, or related industries.
  • Strong understanding of HSE regulations, standards, and compliance requirements applicable to the supply chain operations.
  • Excellent communication, interpersonal, and leadership skills to engage stakeholders, influence behaviour, and drive cultural change.
  • Analytical mindset with the ability to interpret data, identify patterns, and make data-driven decisions to improve HSE performance.
  • Proficiency in risk assessment methodologies, incident investigation techniques, and emergency response protocols.
  • Demonstrated project management skills, including the ability to prioritize tasks, manage deadlines, and allocate resources effectively.
  • Proficient in Microsoft Office Suite and HSE management software applications for data analysis, reporting, and documentation.

Main Responsibilities

  • •    Maintain HSE as first priority through compliance to PDO house rule, PDO HSE golden rules and PDO LSR (life saving rules).
    •    Champion use of HSE Management tools as a means of sustainably building and sharing knowledge across PDO C&P and Contract Holder / Owner community. (Success Stories: User Experience, Lessons Learned, Best Practices; turn into Knowledge and promote them across) 
    •    Onboarding, coaching and ongoing competence development of HSE.
    •    Leverage Information & Insights tools and resources including process analytics tools to make data driven observations and drive improvements.
    •    Identify, Develop and Execute HSE opportunities within the C&P and Contract Management Community 
    •    Ensure C&P related HSE programs are linked to the C&P professional career ladder and stays relevant. 

    Key Responsibilities:
    1.    Develop and implement HSE policies, procedures, and guidelines aligned with regulatory standards and company objectives.
    2.    Conduct regular inspections and audits to identify potential hazards, unsafe practices, and environmental risks within the supply chain operations.
    3.    Collaborate with project managers, engineers, and other stakeholders to integrate HSE considerations into project planning and execution phases.
    4.    Provide HSE guidance and support to project teams, including training sessions, toolbox talks, and awareness campaigns.
    5.    Monitor and analyse HSE performance metrics, incident reports, and near-miss data to identify trends, root causes, and areas for improvement.
    6.    Participate in incident investigations, root cause analysis, and corrective action implementation to prevent recurrence and enhance safety culture.
    7.    Coordinate emergency response procedures, evacuation drills, and crisis management plans to ensure preparedness and resilience.
    8.    Stay abreast of industry best practices, regulatory updates, and emerging trends in HSE management to drive innovation and continuous improvement.
    9.    Liaise with regulatory agencies, external auditors, and certification bodies to maintain compliance and achieve accreditation standards.
    10.    Foster a culture of accountability, collaboration, and ownership for HSE responsibilities across all levels of the organization.
    11.    Support the development and execution of sustainability initiatives, waste reduction programs, and energy conservation efforts within the supply chain operations.
