Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

  • The Contracting strategies and Award Proformas Quality lead is a critical role within the Integrated Supply Chain department. 
  • The aim of the role is to enhance Proformas quality, clarity and consistency before category strategy Proformas, Contracting Strategies proformas and Award proformas reach Strategic Tender Board. This role involves analyzing, designing, and implementing robust quality assurance processes to optimize contract strategy outcomes and mitigate risks.
  • As CP strategies & Award Proformas Quality Lead in the Integrated Supply Chain department, you will be responsible for managing and organizing critical qualitative documents and information for the Major Tender Board Commitee. You will ensure that documentation flows efficiently, accurately, and securely across various stakeholders within the supply chain network. Collect, validate, organize and maintain qualitative Proforma across various delivery teams. Liaise with the other teams in PDO such as CFDHs, HR, corporate planning and cost estimation teams to produce the necessary reports required by both ISC management and other stakeholders.
     

Education & Experience

  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, Legal, or equivalent (Master Degree is a preference).
  • Minimum 10  years of experience in the oil and gas industry in straetgic sourcing, category management, commercial, contracts and proposals.
  • Strong understanding of contract lifecycle management principles, methodologies, and best practices.
  • Proven skills in producing and editing proposal content within a complex business environment, facilitating key review meetings/ final document review, content sign off and document production.
  • Proven experience designing and implementing quality assurance processes within a complex organizational environment.
  • Excellent organizational skills with meticulous attention to detail and accuracy.
  • Excellent analytical skills with the ability to interpret data, identify trends, and draw meaningful insights.
  • Relevant certifications (e.g., Certified Professional in Supply Management, Certified Commercial Contracts Manager) preferred. 
  • Must work with a high degree of autonomy and manage multiple priorities while delivering excellent 
  • Ensure support and coaching is given to identified critical staff (ISC, business, etc)
     

Main Responsibilities

  • Responsible to design and Implement the new QAQC methodology for Category strategy proforma development, contracting strategy proformas development, and award proformas. 
  • Proof read and ensures all proformas are reviewed, of minimum acceptable quality while PDO upskills in 2024-2025. 
  • Feedback to Contract Engineers, their team leads and Contract Holders (with Team Lead and CPLT) to provide feedback and foster improvement on proformas submitted to Tender boards.
  • Do so without diluting responsibility and accountability of Contract Holders, Contract Engineers, Team Leads and CPLT. 
  • Make it work: Contribute towards Sourcing Cycle Time reductions, and balance the double imperative of proforma quality and Sourcing Cycle Time speed.
  • Build sustainable improvements (eg, Create and roll out Improved proforma templates, create and roll out guidelines, create and roll out gold standards, standard strategies etc…).
  • Identify and communicate to relevant stakeholders best practices delivered by the team to continuously raise awarness of quality proformas.
  • Provide recommendations on specific training, and coaching required for Team Leads, Contract Holders and Contract Engineers. 
  • Liaise with Capability Pillar Lead and ISC skillpool to ensure those recommendations are planned and executed. 
  • Develop and implement quality assurance processes: Design and implement comprehensive qualityassurance processes to evaluate the effectiveness of contract strategies throughout their lifecycle.
  • Assess contract strategy performance: Monitor and evaluate the performance of existing contract
  • strategies against predefined metrics and objectives. Identify areas for improvement and recommend corrective actions.
  • Conduct audits and reviews: Perform regular audits and reviews of contract strategy documentation, processes, and performance to ensure compliance with internal policies, industry regulations, and best practices.
  • Provide expertise and guidance: Serve as a subject matter expert on contract strategy quality assurance, providing guidance and expertise to cross-functional teams involved in contract development, negotiation, and execution.
  • Collaborate with stakeholders: Collaborate closely with stakeholders across various departments, including procurement, legal, finance, and operations, to align contract strategy quality assurance initiatives with organizational goals and priorities.
  • Drive continuous improvement: Continuously identify opportunities to enhance contract strategy quality assurance processes, tools, and methodologies. Lead initiatives to implement improvements and drive efficiency gains.
  • Stay informed on industry trends: Keep abreast of industry trends, regulatory changes, and emerging best practices related to contract strategy quality assurance. Incorporate relevant insights into organizational processes and strategies.
