Purpose of the Job

• This role is very critical in PDO’s quest to develop a top-notch performance, value driven Supply Chain organisation.
• The successful candidate will develop a highly motivated, robust, sustainable, and competent contract engineering team, responsible for planning, organizing, managing and executing contract engineering activities in the pre and post award contract management phases. 
• The successful candidate will own and master the capability development of her/his team members, being a catalyst of cultural mindset shift from “process driven” to “value driven”, providing her/his staff with relevant job exposure and effective coaching, with the intent to accelerate capabilities gap closure and achieve visible, measurable and sustainable technical and leadership people capability. 
• The successful candidate will manage her/his team with the intent to maximize value and optimize  total cost of ownership, will be responsible for developing top-notch strategies for categories and contracts, create conditions for stretched sourcing cycle time targets, driving uncompromising pre and post award process integrity, maximize contract value delivery across various “contract value dimensions” such as HSE, production, cost competitiveness and innovation, effective risk management, claims prevention.
• The successful candidate will be the “HSE in Contracts Subject Matter Expert” in her/his respective Section and will be accountable for building excellence in the “HSE Capability and Performance” across the various Contractors in her/his Section. The successful candidate is expected to manage through her/his team the “highest HSE risk contracts” and drive visible, measurable and sustainable HSE improvements.  The successful candidate is also expected to create conditions for similar improvements across the Sections, by developing and delivering various coaching and execution programs, including peer coaching, performance monitoring, Gemba walks, best practice sharing, recovery plans etc. 

Education & Experience

• Bachelor’s degree in engineering, Operations Management, Quantity Surveying, Economics, Business, Supply Chain Management, or equivalent.
• Minimum 10 years of experience in Contract Engineering with a minimum of 2 years in contract engineering team management – or supervisory position and preferably in the relevant area of portfolio; well engineering, EPCs or Service contracts.
• Candidates need to prove mastery in “supply chain value delivery”, “people capability development”, “team management”, “stakeholder alignment”, “HSE in contracts management”. 
• Strong track record and demonstrable experience in managing Contractor HSE performance and improving safety outcomes across a portfolio of high and medium risk contracts. 

Main Responsibilities

• Maintain HSE as top priority through compliance to PDO house rule, PDO HSE golden rules and PDO LSR (lifesaving rules).
• Manage, coach and support the contracting team to effectively execute the full sourcing process from strategy development and implementation through prequalification, tendering up to award of contracts/order taking into account in-country value including constructive challenge of existing processes and procedures, timely involvement of PDO boards and stakeholders views and suggestions through tender board presentations with the aim of having a complete, clear and unambiguous tender document that will form the base for the final contract document. 
• Engage and align PDO end users in order to ensure that all parties share a common goal and understanding, and CP latest standard documents are used, and Procedures and Guidelines are strictly abided to in the whole sourcing process and post-award contract management with the aim of running the operations ethically and efficiently.
• Ensure the fundamental CP principles, processes and procedures are adhered to in developing strategies, tactics and contract management plans to ensure contracts are executed smoothly, ethically and commercially sound.
• Escalate in a timely manner issues to the relevant stakeholders in order to avoid adverse impact on the business.
• Lead improvements in CP process implementation in general, contracts management in particular and value identification and realization.
• Establish and maintain quality relationships and effective communication links with key internal- and external stakeholders in order to form a unified view and share knowledge on subject matters of common interest for improvement with the aim of protecting company’s interests.
• Coach, develop motivate the team members and assess their skills and capabilities to identify areas for improvements and the training required to provide the team with the required skills, knowledge and experience and all the necessary tools to meet current and future challenges.
• Recognize and reward team members’ accomplishments and exceptional performance.
• Manage all soft matters, such as, ensuring a fair distribution of workload taking into account individual differences and capabilities, KPIs measurement of the team performance.

Contractor HSE Management Accountabilities:

• Personally manage a portfolio of HSE sensitive contracts
• Be accountable for overall HSE performance within the Section.
• Role model best in class Contractor HSE Management practices within the Section
• Demonstrate a tangible HSE performance impact within the Section.
• Coach and develop HSE Contractor Management competencies within the section (specifically CP Team Lead peers)
• Strengthen interface between CP and Corporate HSE, including subcontractor ‘line of sight’.
• Lead efforts to establish and sustain HSE Culture in CP, including communications.
• Drive the development and implementation of Enhanced HSE Evaluation Model
• Support HSE Gap Closure (resulting from ongoing program of HSE audits)
• Support implementation of Darb al Salama (Road Safety) recommendation and Worker Welfare program 
• Drive accelerated and sustainable people development (with emphasis on HSE competency gaps) 
• Elevate CP's contribution in Contractor HSE Management from ‘compliance/ observer’ to one of substance and tangible contribution.
