About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.
 

Purpose of the Job

Develop PDO Technical Safety Engineering strategy, TSE specifications and procedures, (multi)-yearly implementation plans and assure implementation for PDO.
Ensure health of TSE skill pool in PDO and contractors by managing TSE function team, by developing recruitment and retentions schemes, and leading the graduate Omani TSE development programs.
 

Education & Experience

•    Bachelor's degree in engineering (Chemical, Mechanical, Mining, Process Safety) or equivalent. 
•    A minimum of 12 years’ work experience in process/technical safety within the oil and gas industry with minimum of (4) years in a leadership role.
•    Recognized Company Technical Expert (SME) in the development and implementation of TSE standards and procedures, and skilled in the application of Shell standards and guidelines.
•    Mastery in developing ALARP demonstrations for Process Safety risks and assuring HSE Cases. Demonstrated skill in the management of major accident hazards.
•    Experience in multiyear corporate planning and implementation for TSE strategy. 
•    Contributor to Shell DEPs / PDO Specifications, design standards and guidelines. . 
•    Experienced and certified facilitator of a range of types of hazard workshops for Process Safety hazards. . 
•    Certified/trained in Physical Effects Modeling and Quantitative Risk Assessment. 
•    Experience with TSE aspects of Sour Gas, Chemical and other EOR design and operations. 
•    Track record of coaching and developing talent, young national graduate development.
•    Audit leader for HSE MS and Technical Safety Engineering.
 

Main Responsibilities

Technical Safety Engineering 
•    Technical Authority 1 (TA-1) for Technical Safety Engineering Discipline for PDO.
•    Manage Technical Safety Function team., 
•    Develop and implement functional technology (TSE) strategies.
•    Development, implementation and assurance of TSE standards, procedures and specifications. 
•    Manage TSE deviations/variances and provide Technical advice/problem solving to projects/ assets.
•    Manage TSE Technology Development /Assessment and External Research contracts.
•    Manage AI-PS Incident investigation process (Tier 1& 2), ensure dissemination of lessons learned.
•    Promote Technical/Process Safety awareness and ‘chronic unease’ at all levels of the organization.
•    Provide TSE assurance to the delegated TA-0, via TSE L1 & L2 audits; VAR, HBA, PSUA,.

HR/TSE Skill pool 
•    Corporate Functional Discipline Head (CFDH) for Technical Safety Skill pool.
•    Accountable for development of Omani Technical Safety Engineering expertise.
•    Develop In Country Value TSE strategies for PDO and with long term specialist vendors.
•    Ensure development of recruitment profiles, Career plans and staff placements.
•    Assist in development of training portfolios and review on annual basis.  . 
•    Maintain vendor list, approve new vendors, lead pre-qualification and evaluation of new vendors for fire safety equipment.  
•    Support development of Price Agreements and Long Term Service contracts.

Challenges

•    Sustaining TSE Management in ageing assets operated by a dynamic multi-cultural workforce.
•    Developing Omani (ICV) capacity and capability in Technical Safety Engineering. 
•    Identifying HSE improvement areas in existing standards arising from e.g. AI-PS incidents, emerging industry learning, etc.
•    Identifying and managing new hazards and HSE risks emerging from the introduction of Enhanced Oil Recovery technologies and renewable energy technologies.
