The Cost / Planning Engineer will report to Head south service and will be mainly responsible for developing and maintaining Project Plans as well as the required Project Controls systems for the project. Responsible to issue the concise performance report and set up a cost control/monitoring system.
• Degree in engineering or business management or equivalent.• Minimum 4 years' experience in Planning, Costing and Project Management of Oil & Gas.• Software Proficiency in Primavera Project Planner P3e or MS Project and using XL as cost control. • Excellent in MS Office software in PowerPoint, Excel, etc.• Proficient on Risk Management software “ PertMaster Risk Expert”• Excellent interpersonal, communication and presentation skills. • Exceptional ability to work with Top Management as well as Multidisciplinary project engineering teams. • Project engineering experience in a multidiscipline project.
• Provide cost and planning support to Head Project Services including planning, progress reporting, forecasting and independent progress verifications checks of performance of various projects as well as capturing projects risks impacts in the project cost & schedule.• Project Planning & Scheduling expertise to Project Engineers in the development and maintenance of the activities, logic, resources and progress of the approved integrated project schedule against the baseline in accordance with Planning & Scheduling Guidelines. • Facilitate Estimation & Schedule Analysis Review ( ESAR ) review of major projects in coordination with Functional team and provide mitigation proposals to the project teams. • Maintain Value of Work Done (VOWD) in consultation with Project Engineering Team & Contractor and track variance of each clusters. • Prepare detailed monthly cost from SAP Business warehouse and conduct financial review of Project with Project Team and maintain Latest Cost Forecast of the all projects. • Develop and police the planning and progress monitoring procedures so each element of the project performs the processes consistently.• Prepare and issue monthly performance report & other adhoc reports like Quarterly Performance Report. • Assist Head Project Services to develop and set up Project Management Key Performance Indicators (KPIs) to measure the performance of the team.• Prepare Medium Term plan for Engineering projects in line with 2 year Integerated Activity Plan & issue short term plan (90 DP) to Operation for shut down & tie-in activities.• Apply probabilistic techniques to determine and communicate the possible range of schedule completion dates for the project. This will include tracking schedule risk mitigation efforts, the criticality of the main paths to completion, float consumption and the release of the 50/50 schedule contingency using advance software Pert Master Risk Expert.• Be involved in developing the contract key dates, milestones and Shell plan dates for alignment with the overall integrated plan, by evaluating bid schedules and reviewing contractor plans to support contract award recommendations.• Provide Planning & Scheduling Expertise to Concept Engineer team to incorporate realistic schedule in BFD/CSR. • Prepare reconciliations between earlier schedules and the current schedule.• Facilitate monthly performance reviews with EMC/ODC contractor and update the project plan.• Closely work with the Functional Team to ensure alignment of Corporate Planning and Cost control reporting and requirements.• Maintain Change Control register and review scope change requests for the impact on schedules and the critical path of the project.• Develop Resource Requirement to execute Program Build with detailed time writing of various resources.
