Job Description

 

POSITION TITLE  Lead, Emergency Response

ROLE PURPOSE

Lead, plan, and respond to emergencies and crisis events across all OLNG business, infrastructure, and locations to ensure preparedness to mitigate the consequences of such emergencies if and when they occur, to save lives, and prevent damage to company assets and personnel.

 

ROLES AND RESPONSIBILITIES:

MANAGERIAL RESPONSIBILITIES  Applicable only in the case of Direct Reportees

•Drive seamless communication between the leadership and the team members to ensure smooth flow of information and timely decision making

•Build a strong team culture by fostering a positive and productive work environment and ensuring that the team members are motivated and collaborative

•Conduct regular checks in with team members for alignment on expectations, assessing performance against set goals, and provide feedback for continuous improvement

•Guide and support team members on all operational and functional matters and resolve any doubts/concerns/grievances they have

•Devote time to train team members on new ways of working, developing new competencies, and upskilling to drive performance and productivity

FUNCTIONAL RESPONSIBILITIES   Emergency Response Planning:

•Develop and operationalize the annual corporate Emergency Response Plan (ERP), provide regular feedback to OLNG’s leadership on the progress with the plan and emanate issues to help business leaders prioritize activities to drive required improvement for emergency preparedness

Corporate Emergency Response Program:

•Guide and manage the development and operations of the corporate emergency response program for Oman LNG, to provide a standardized and consistent framework for planning, preparing for, testing, and responding to plant, shipping, infrastructure, logistics, and community emergency scenarios

 

Pre-Incident Plans (PIP):

•Manage, implement, and continuously update and test Pre-Incident Plans (PIP) based on HSE documented Major Accident Hazards (MAH), and recovery barrier scenarios

•Ensure gaps identified from drills of such PIPs are adequately addressed to provide business leadership with the highest level of confidence in OLNG’s preparedness to respond to emergencies

Firefighting - Equipment and Resources:

•Review and assess firefighting resources and equipment requirements across Oman LNG’s business, infrastructure (including emergency control centres) and locations

 

•Assess, evaluate, and ensure consideration and selection of the right firefighting equipment in maintenance and projects activities, and good handling of installed equipment in operational areas to ensure awareness of fire and explosion dynamics

•Ensure adequacy, integrity and validity of equipment including firefighting gears and response vehicles, to ensure business readiness to respond to emergencies

•Manage OLNG’s fire station to assure the competency of firefighting personnel and continuous readiness for timely mobilization and response to fire emergencies

•Guide the operationalization of firefighting support to OLNG host communities as part of OLNG’s social performance objectives

•Provide subject matter advice on firefighting to plant operations, maintenance, engineering, technical, projects and shipping operations, and infrastructure to facilitate understanding of Fire, Radiation, Explosion and Dispersion (FRED) models

Trainings and Drills:

•Conduct regular emergency response training sessions and drills for all employees and contractors to ensure they are familiar with procedure and can respond effectively and efficiently

•Sustain the learnings and enable knowledge sharing of the emergency response drills with other organizations (ROP, MECA, PDO, Shell etc.) by enduring periodic meetings, drilling of credible scenarios through joint exercises to provide assurance of continuous ER support

Evacuation Procedures and Communication System:

•Develop and communicate evacuation procedures, including assembly points, routes, and ensure all employees are familiar with it

•Implement effective communication systems and protocols to quickly disseminate emergency information to all relevant personnel

Weather related Emergency preparedness and Documentation:

•Develop plans and protocols for weather related emergencies like extreme temperature, storms, or flood

•Maintain detailed documentation of all emergency response plans, training records, incident reports, and regulatory compliance

 

QUALIFICATIONS, EXPERIENCE AND WORKING CONDITIONS

 

•Graduate degree or diploma in a technical / numerate discipline (e.g., HSE, engineering or, science)- required 

•Fire Engineering- desired             

•8 years in oil and gas industry / petrochemical or other relevant industry in Fire safety - required         

•5 years in HSE advisory role)- required                   

•Familiarization with NFPA standards and Civil Defence requirements - desired

 

WORKING CONDITIONS:

Normal work schedule

Exposure to heat, dust, and noise either during turnarounds or normal working hours
