Job purpose

The Senior Engineer – Risk-Based Inspection (RBI) is responsible for overseeing the RBI process for OQGN Network and Systems. This role involves developing and implementing RBI strategies to ensure the integrity and reliability of gas pipelines and associated facilities. The primary role of the RBI Sr. Engineer is to provide RBI consultancy services to OQGN Network, auditing RBI study application, monitor RBI sustainability, drive knowledge sharing between OQGN Regions. The Senior RBI Engineer will analyze inspection data, manage risk assessments, and provide technical expertise to enhance the safety and operational efficiency of the company's pipeline infrastructure. Monitor and evaluate the technical effectiveness of RBI studies, support RBI plant teams during and after the project phase. Benchmark RBI studies of similar Assets, Update workflow and procedure to achieve Integrity and Reliability Department goals. Enhance deployment of RBI change management among OQGN employees, Coordinate with vendor to ensure that all outstanding activities related to RBI are achieved.

The Senior Engineer plays an important role in maintaining regulatory compliance, troubleshooting, and resolving equipment issues, and optimizing maintenance and repair strategies. By leveraging advanced diagnostic tools and industry best practices, the Senior Engineer ensures the integrity and performance of static equipment, thereby contributing to the overall safety, efficiency, and longevity of pipeline and facility operations.

The position will act by the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, Oman government and other legal justifications and best international practices aligned with national objectives.

Mandate QHSSE Obligations

  • Ensure incorporation of safety requirements into contract document to meet HSE Vision
  • Participate in safety assessments and audits of contractors and monitor their performance and compliance.
  • Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules) to perform tasks safely

Main tasks and responsibilities

  • Lead the development and implementation of RBI methodologies for gas pipelines and associated facilities, ensuring compliance with industry standards and company policies.
  • Perform detailed risk assessments of pipelines and associated facilities to identify potential failure modes, their consequences, and the likelihood of occurrence.
  • Prepare and update inspection plans based on RBI findings to prioritize inspection activities, optimize maintenance schedules, and reduce operational risks.
  • Analyze inspection and operational data to determine trends, identify areas of concern, and provide recommendations for improvement.
  • Provide technical support and guidance to inspection teams, operations, and maintenance personnel to ensure accurate and effective implementation of RBI programs.
  • Maintain comprehensive records of RBI assessments, inspection results, and recommendations, ensuring documentation is complete and up-to-date.
  • Promote a culture of continuous improvement by identifying opportunities for enhancing RBI processes and methodologies.
  • Ensure all RBI activities are in compliance with regulatory requirements, industry standards (e.g., API 580, 581), and best practices.
  • Participate in incident investigations to determine root causes and provide insights on how RBI practices can be improved to prevent future occurrences.
  • Develop and implement static integrity management strategies and programs for pressure vessels, piping systems, and other facilities.
  • Oversee and conduct regular inspections, assessments, and evaluations of static equipment to identify potential integrity issues.
  • Develop and implement mitigation strategies to manage and reduce risk related to static equipment.
  • Provide technical guidance and solutions to address and resolve integrity issues.
  • Develop and recommend maintenance, repair, and replacement strategies to ensure the continued safe and efficient operation of static equipment.
  • Lead and manage projects related to static equipment integrity, including planning, execution, and budget management.
  • Stay updated with the latest developments in static integrity technology and methodologies.
  • Establish systems and procedures for internal project QA/QC to reduce failures due to poor quality.
  • Execute corrosion monitoring program guidelines to identify and recommend timely actions to improve facility availability.
  • Coordinate with cross-functional teams and stakeholders to ensure project objectives are met.
  • Prepare detailed reports on static integrity assessments, findings, and recommendations.
  • Communicate effectively with stakeholders, including senior management, regulatory bodies, and external contractors.
  • Provide training and mentorship to junior engineers and other relevant personnel to build internal RBI capabilities.

Working Conditions

Primarily office-based, occasional travel, and sporadic visits to the operation site.

Education requirements

- Bachelor’s Degree (Mechanical Engineering) or equivalent.

- Professional certification in Risk-Based Inspection (e.g., API 580, 581) is mandatory.

- Master's degree in a relevant field is a plus.

Language

Preferable English and Arabic.

Experience and background

    • Minimum of 08-10 years of experience in risk-based inspection, integrity management, or a related field within the oil and gas industry.
    • Extensive experience in RBI methodologies, inspection techniques, and static equipment integrity management.
    • Proven track record of developing and implementing RBI programs for gas pipelines, gas facilities or similar assets.
    • Strong knowledge of regulatory requirements, industry standards, and best practices related to pipeline integrity and inspection.
    • Experience working with inspection data management software and tools (e.g., SAP, APM, etc.).
