Job purpose:

  

Under CFO the VP Finance acts as: (1) Member of OQEP Executive Committee and directs the Financial Services, as Non-OMT support service function & owner of financial policies, procedures, and standards (2) Acts as Strategic Business Partner for  the CFO regarding the all the economic & forecasting modelling aspects & corporate governance of OQEP (Finance controlling, Treasury, Financial Planning & Analysis,   Business Finance),  (3) Acts as Strategic Leader on directing  financial results of the organization by managing the implementation of the financial strategies, processes and controls together with related treasury and investment frameworks, (4) Acts as OQEP partner for the development and nurture good professional relations with banks, other sources of funding, related government ministries and shareholders in general to ensure that OQEP interest are serviced and attended to efficiently and effectively (4) Acts as Inspirational leader /?executive coach providing strategic direction senior Management on Financial controlling,  (Finance Business Partner, Accounting Services, Financial Services) Treasurer (Finance, Risk management and Insurance, Project finance, & Compliance), and (5) Acts as a link between the Corporate Finance and  OQEP on Financial Controlling, Treasury while providing innovative input and insight that supports the respective strategies, decision making activities while and adding value to the assigned business Line/ function;  in order to address the issues surrounding capital structure, maximizing return on investment, minimizing risks, ensuring & supporting that main’s stakeholders decision rely on the accuracy and timeliness financial information, with a significant focus on the achievement of the short / medium / long term strategic and tactical goals.

 

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives. 

 

Main tasks and responsibilities:

 

  • Finance Controlling: Direct and overseas the financial controlling process for OQEP by providing strategic directives and guidelines to all finance and accounting services to all functions in order to ensure an adequate control structure is in place for the financial success of the company and that effective financial procedures are in place within accepted accounting practice to support financial for OQEP goals and objectives.  
  • Treasury: Direct and overseas the treasury function to ensure for OQEP including its standards, (financial affairs, investments, corporate liquidity, production of necessary financial reports/returns, risk management and Insurance) in order to guarantee   adequately funded to meet its short, medium and long term cash requirements. 
  • Budgets and Plans: Direct and overseas the preparation and consolidation of for OQEP budgets and monitor financial performance versus the budget so that the business is aware of anticipated costs / revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon. 
  • Working with CFO on the development of short and long-term strategies for the Business for OQEP by providing financial insight and translate it into business plans with objectives and performance indicators to measure success and manage performance, acting also as the “translator” between the for OQEP and Corporate Finance to enable for OQEP to achieve their strategic objectives and goals and align with the OQ Group and main stakeholders’ requirements 
  • Authorize transactions proposed by the for OQEP within set governance protocols upon analysis of the merits (evaluation of return on investment, assessment of risk) of the proposal 
  • Ensure OQEP has the resources (financing, cash, risk mitigation) to successfully conduct their business, implement projects/initiatives to achieve their goals in the most cost effective and efficient manner 
  • Monitor and analyze the for OQEP business performance and identify opportunities / issues and recommend measures for course correction and/or improvement, oversee their implementation to ensure their short and long-term strategic objectives are achieved 
  • Develop and enhance relationships with key stakeholders (such as governmental ministries) as the authority and strategic adviser on financial matters relating to these Businesses/Functions 
  • Define an optimum organization structure for the Finance function at OQEP and direct the development its structures so that resources are optimally utilized, and communication can take place in an efficient manner. 
  • Manual of Authorities: Direct and oversee the coordination and development of Manual of Authorities and delegation of financial responsibility at OQEP inducing internal as well as external auditors / consultants and ensure is implemented, followed as well as updated in a timely manner as prescribed by board / senior management. 
  • External Entity Coordination: Coordinate with various ministries and government entities and keep them abreast on the operational and financial front of the business. Liaise and ensure that external auditors are provided with relevant financial information in order to properly complete the external audit. 
  • Business Relationships: Establish and maintain effective working relationships with key external entities such as Banks, Investment institutions, Auditors etc. to ensure that all communications and interactions are conducted smoothly and in a timely manner. 
  • Financial IT Systems: Direct the implementation of all financial IT systems to support the achievement of the planned growth within the  
  • Processes and Procedures: Direct and overseas the implementation of functional policies, systems, processes, procedures and controls covering all areas of the finance so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner. 
  • Change Management: Direct and overseas the change management process taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans. 
  • MIS and Reports: Ensure that all functional reports and related functions are completed timely and comply with international principles of corporate governance and standards and OQ policies. 

 

Key interactions 

Internal: CFO , Corporate Finance, Business Line and other members of the Business/Function Corporate PTC, Assurance.

External: Government / Ministries - Financial Institutions - Contractors -Externa-Consultants - Auditors.

 

Notable Working Conditions. Primarily office-based with occasional domestic and international travel, when needed and possible 

 

Education requirements 

Degree in Finance, Accounting, Economics or equivalent – Required

 Postgraduate (CIMA, CA, CFA or MBA) is preferred  

 

Language 

Excellent knowledge of written, read, and spoken English (required)  

 

Background and experience 

Competencies and skills 

 

  • 14+ years of finance role and operations 
  • 5+ years in a leadership role (managing multiple teams) with business partnering exposure 
  • In-depth understanding of the economics of the oil and gas / energy industry 
  • Knowledge of regulatory environment in all jurisdictions were OQ (including Upstream / downstream) operates. 
  • Progressively responsible experience for a major company or division of a large corporation. 
  •  Preference will be given to candidates with the Certified Public Accountant or Certified Management Accountant designations.
  •  Excellent communication skills are essential, particularly in regard to presenting the results of analyses to management.  
  • Should have an outstanding knowledge of electronic spreadsheets. 
  • Knowledge of Capital Markets / Project Finance / Banking
