Job title: Sr Field Operator Terminal
Stream: Commercial & Downstream – RPI
Location: Oman - Raysut
Reporting to: TL Terminal Raysut
     
Job purpose:
Execute and record fuel reception, storage, and expedition operations at Raysut Terminal, under Terminal Superintendent  scopes , as individual contributor to facilitate the regular field operations through;(1) Coordinating with the Terminal Panel Operator / shift team  leader  and operates  all  the necessary  field  equipment,  including  hand  valves,  MOVs,  pumps,  etc.  (2)  Perform   the applicable inspections, controls and tests to secure the quantity & quality of the product, as well as, the process safety, (3) Execute  level  one  preventive  maintenance  tasks  on  Terminal  and  Fire and Gas  equipment,  (4)  Act  as  primary  agent  for emergency response (advance industrial fire fighter), and (5) Executes safe, orderly and efficient fuel reception, storage and expedition operations, (6) Executes minor preventive and maintenance tasks related with more complex issues , (7) Carry out regular field inspections to identify, report and solve any operational anomalies, and (8) Guide / coach the Field Operators; in order to  contribute with the regular / safest operations.

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

 

Main tasks and responsibilities 
Scope: 
    
Raysut Terminal 

Onshore  storage and handling facilities (Storage Tanks)    
•    For various petroleum products are stored before being transported to other locations such as Gasoline, Gas Oil and Aviation Fuels.
Loading/Unloading Facilities    
•    Infrastructure for loading and unloading petroleum products onto and from various modes of transportation, including ships, pipelines, railcars, and trucks. This includes specialized equipment such as: 
o    Loading arms 
o    Pumps
o    Meters 
o   Pipelines Connectivity Within the business
Blending and Additive Facilities    
•    Facilities for blending different petroleum products to achieve desired specifications and handle the addition of additives to enhance product quality or meet specific regulatory requirements.
Quality Control and Testing Facilities    
•    Testing facilities to ensure product quality and compliance with industry standards. 
•    Tests on samples taken from incoming and outgoing shipments to check for factors like density, viscosity, sulfur content, and other parameters.
Safety Systems    
•   Safety systems in place, including:

o   Fire suppression systems 

o   Emergency shutdown systems
o   Spill containment measures.
Offsite Infrastructure and Utilities facilities    
•    Power supply
•    water supply
•    wastewater treatment facilities 

 

Accountabilities: 

General Activities
•    Executes all the activities as instructed by the professional category accountable for the shift
•    Coordinate and execute all the field operations and provides continuous feedback on the operational status to the Terminal
•    Panel Operator and the Terminal Superintendent.
•    Supports all the activities carried out by others if requested by the professional category accountable for the shift
•    Carries out regular physical inspections of the area and equipment to ensure optimum and safe operational condition
•    Identify non – routine issues and escalate them to the professional category accountable for the shift
•    Executes, all the activities as instructed by the Terminal Superintendent or Shift Team Leader 
•    Be available at all times during the shift using assigned portable communicators
•    Carries out regular housekeeping in the Terminal’s areas
•    Supports activities from other departments (i.e. Scheduling, Technical Services and Maintenance) when and as instructed by the Terminal Shift Team Leader
•    May be responsible for ensuring that all documentation related to field operations is accurate and up-to-date including maintaining logbooks, updating procedures, and recording maintenance activities.

 

Shift Handover
•    Reviews logbooks, actively participates in shift handover meetings and accepts operations from previous shift, including all the needful details of any operational abnormalities or changes occurred during previous shift as well as all in-progress operations
•    Ensures continuity of operational tasks handed over by the previous shift and takes necessary action for timely and safe implementation
•    Gives detailed information to the Terminal Shift Team Leader about all major highlights, any constraints experienced during the shift and any operations in progress to be handed over to the next shift
•    Gets involved in the shift handover meetings, provides feedback on the operational status in a structured way during shift meeting with all the shift

 

Terminal operations    
•    Coordinates with the Terminal Panel Operator and operates all the necessary field equipment,  including  hand valves, MOVs, pumps, etc.
•    Act as a Panel Operator during the absence of Panel Operator and perform all the tasks related to Panel. 
•    Monitors, records and records operational events and field data on regular basis
•    Identifies and escalates non – routine issues, process upsets and deviations from the standard operating conditions
•    Carries out regular, detailed routine inspection rounds of all rotating and static equipment to ensure safe, accurate and proper functioning
?    Called upon to troubleshoot complex problems and provide guidance to other operators on how to resolve issues in the field, 
?    Additional training and experience in root cause analysis and problem-solving techniques to analyse the data collected from the diagnostic tools and compare it with the normal operating parameters to identify the root cause of the problem.
?    Develop a solution: Once the root cause of the problem has been identified, the senior field operator may need to develop a solution to fix the issue.

 

Terminal Shut and start-up    
•    Carries out required activities as directed by the Terminal Panel Operator and Terminal Shift Team Leader during planned shutdown and start-up activities
•    Executes all the needful actions as described in Terminal Emergency Shutdown procedure in the event of any unplanned shutdown

 

Tank farm operations
•    Operates all the necessary equipment and systems (i.e. DCS, TLAS, valves, and loading arms or pumps), to ensure the quantity and quality of the discharged, stored or delivered product, safely, efficiently and without unjustified delays
•    Performs tanks levels readings as per SOPs
•    Executes all the fuel quality control procedures (i.e. daily low points draining, filtering element tests)
•    Collects product samples, conducts quality tests, and register all the involved records as per SOPs
•    Enters SAP postings of product movement (loading and unloading)

 

Jetty and Vessel Discharge Operations
•    Coordinate with Vessel Crew for Vessel Discharge Operations. 
•    Connect and disconnect the Marine Loading Arms. 
•    Perform Daily, Weekly & Monthly Operational and L1 Maintenance Checks for Jetty. 
•    Ensure Vessel Discharge Operations is smooth and safe.
•    Issue ePTW Permits to Maintenance for Preventive and Corrective Jobs at Jetty.  
•    Operates all the necessary valves, pumps and other equipment at Jetty to complete the vessel discharge as per SOP

 

Gantry Operations
•    Performs all the needful vehicle, document inspections and all the needful tasks for trucks and drivers’ registration
•    Supervises the end-to-end truck loading process, including supervision of truck parking and loading areas, adherence of the drivers to the applicable procedures and adequate operation of the loading equipment
•    Ensures the truck loading process is performed in the safest and most efficient manner.
•    Operates DCS/TLAS and SAP for ticketing purposes as well as per troubleshooting during the truck loading operations
•    Inspects the trucks before loading as per SOPs to ensure conformance to all safety and legal requirements.
•    Monitors the meters and controls that the volume loaded into the truck tanker is as per requested by the customer
•    Ensure the minimum storage tank level is retained during truck loading operations.
•    Ensures there is no leaking during the whole process

 

Operation & Maintenance
•    Executes  level  one  maintenance  tasks,  consisting  of  minor  works  such  as  greasing,  coupler  gasket  and  O  –  ring replacement, painting, bolt tightening, lube oil replacement or topping up, etc.
•    Performs all the needful activities to hand over and normalize equipment for maintenance, including isolation, draining, depressurization, venting, etc.
•    Inspects contractors and maintenance tasks, ensures proper housekeeping and equipment care, verifies execution as per applicable work instruction, and completion as per scope of work,
•    Identifies and reports any malfunctioning of equipment, minor breakdowns, or unsafe condition to the professional category
•    Prepares equipment for maintenance ensuring a safe working environment
•    Ensures proper housekeeping and equipment care
•    Executes minor and regular maintenance activities
•    Inspects contractors and maintenance work to ensure completion of work and conformance to ePTW / SOPs
•    Obtains all the necessary materials and supplies, as and when requested

 

Process Safety     
?    Carries out regular inspections of the Terminal’s areas, ensuring safe operational condition
?    Identifies process safety upsets and escalate them to the Terminal Shift Team Leader

 

Quality Control process
?    Performs tanks and filter drains
?    Keeps all the sampling and testing equipment clean and in perfect operational conditions
?    Takes line and tank samples 
?    Records, labels, and stores the sampling bottles
?    Performs field tests and key quality control tests 
?    Records all the quality control results

 

Quantity Control process    
?    Performs tanks manual levels readings
?    Performs flow meter and batch controller readings as part of End of Day and Month End Inventory 

 

Safety 
?    Adheres to all HSE procedures and ensures full adherence from others
?    Inspects and verifies full adherence to PTW and JSA during the performance of maintenance and non – routine activities
?    Performs routine safety walks and reports any relevant findings

 

Emergency response 
?    Reacts to emergency situations and participates in the mitigating plan as per ERP, which could include response to major fire incidents 
?    Ensures the readiness of the firefighting equipment, performing regular inspections and basic maintenance 
?    Ensures his own readiness as emergency responder, participating in fire drills and performing daily routines for full familiarization with the HAZMAT and F&G equipment
?    Utilises training and skills to protect/save lives and property.
?    May be responsible for making critical decisions related to plant operations, emergency response, and safety

Education requirements:    
•  Minimum Qualifications for this position is a Diploma in Engineering or similar.
Language requirements: Excellent knowledge of written, read, and spoken English (required).
 Arabic - Native (desirable).

 

Background and experience:    
?    2 + years of relevant experience 
?    Relevant experience in the Oil & Gas / Refinery / Petrochemical industry with experience in Jetty / Tank Farm / Gantry units
?    Knowledge of the fuel sector equipment (including operation and maintenance - Static & Rotating Equipment)
?    Knowledge of the refineries off sites facilities and procedures.
?    Desirable Certification for execution of the position:  
o    NFPA 1081 -  Advance industrial fighter
o    NFPA 472 Hazmat Awareness 
?    DCS & TLAS systems
