The HES System Improvement Manager will be responsible for providing Health, Environment, & Safety support to the Oxy Oman Technical Services Teams.  The primary focus will be the safe and efficient operation of drilling, well completions, well servicing and production operations and associated equipment in support of the Oman development.

 The HES System Improvement Manager responsibilities include but are not limited to:

• Facilitate the implementation of HES Management System (HESMS) & Emergency Management System (EMS), including program implementation, audits, inspections, contractor HES program support, and other HES activities applicable to Oman North well servicing operations. 

• Actively work with contractor personnel to ensure they maintain an HESMS equivalent to the Oxy-Oman HESMS.

• Coaches, teaches and mentors staff in the application of all company and regulatory HES related policies and procedures.

• Develop and implement Oxy Oman PSPG’s to enhance communications of expectations and enforce compliance with established HES programs.

• Conducts inspections and compliance audits against applicable performance standards for both Oxy and contractor equipment and service.

• Routinely inspect safe work practices and instruct team members on their proper application.

• Develop key metrics and prepare reports related to HES performance. 

• Leads incident investigations, identify root cause analysis and appropriate corrective actions.

• Facilitate HES inspections to identify and correct unsafe environmental and working conditions, and to ensure compliance with applicable HES regulations.

• Actively participate in contractor safety meetings, ensuring clear communication of Oxy expectations.

• Participate in HES workplace inspections & Compliance audits, behavioral-based observations, and management system audits to assist line management in identifying non-conformities.

• Supports HES Team with well service units/rig and equipment inspections, risk identification/ mitigation, and program input.

• Conduct approved safety leadership courses to communicate Oxy Oman HES programs and expectations for supervisory positions.

• Liaison between technical services operations and HES Team any HES related issues that may arise.

• Identification of hazards/environmental aspects/threats/vulnerabilities and risk assessment, e.g. workplace inspections.

• Implementation of “Process Awareness” checks in Oxy Oman HES Walkthrough site inspections, to verify that engineered HES solutions such as pressure relief systems, process isolation and written operating procedures are installed, maintained and aligned to perform their intended function.

• Bachelor's Degree in Engineering or any related HES major.
• A minimum of 15 years’ experience in evaluating HES Management Systems (HESMS) to identify compliance gaps and further to implement improvement programs to resolve the performance gaps.
• Strong working knowledge of local government regulations & OSHA or equivalent and common Oil & Gas safety policies, procedures, and guidelines.
• Demonstrated experience with audit procedures and report writing.
• Must have good training and mentoring skills.
• Must be a strong team player and self-motivated with good interpersonal and supervisory skills.
• Possess the ability to interact with all levels of operational personnel.
• Must have good computer skills and skilled in the use of MS Word, Excel, Outlook, and PowerPoint.
• Good communication and interpersonal skills.
