ROLE PURPOSE
Manage and develop strategic directions to risk management and reliability engineering activities to ensure synchronization between QCM functions to achieve optimum business and plant performance, while ensuring safety, manage operation portfolio to enable better capital allocation, integrate and optimize risk based asset care strategies as well as ensure and implement highest levels of technical assurance and excellence within engineering, production, maintenance, and technology centre to ensure safety, reliability, and availability in the OLNG complex.
ROLES AND RESPONSIBILITIES:
1)MANAGERIAL RESPONSIBILITIES
•Drive seamless communication between senior leadership, team members, and other departments to ensure smooth flow of information and timely decision making
•Build a strong team culture by fostering a positive and productive work environment and ensuring that the staff is motivated and collaborative
•Set clear goals and expectations for team members, regularly assess their performance against the set goals, and provide constructive feedback for continuous improvement
•Conduct regular check ins with team members for alignment on expectations and performance
•Guide and support team members on all operational and functional matters and resolve any doubts/concerns/grievances they have
•Devote time to train team members on new ways of working, developing new competencies, and upskilling to drive performance and productivity
•Mentor and guide team members to drive superlative performance and encourage them to make the most of learning and development, career development, secondment, and promotional (step-up) avenues
•Provide thought leadership on all matters related to reliability engineering
2)FUNCTIONAL RESPONSIBILITIES
RAM and Quality – Strategic Planning and Budgeting:
•Manage and validate the dynamic Reliability, Availability and Maintainability (RAM) model for equipment and plant performance monitoring as well as reporting
•Manage and implement the long-term strategic plan for the RAM and quality activities with respect to reliability, quality assurance, CMMS support and ensure alignment with production, maintenance, and projects for delivery
•Maintain alignment of the delivery of business results in line with the overall corporate objectives
•Manage the departmental budget for engineering, track expenditure in compliance with the agreed budgeted spend, and provide input into preparing annual engineering department budgets
•Direct annual overarching picture of operational threats and opportunities for business continuity and planning purposes as well as manage the interface between long term operational threats & opportunities funnel and business plan / IAPS
•Manage risk-based maintenance strategies, optimization activities as well as develop RCM delivery and review strategy
Reliability Operations:
•Develop asset reliability improvement and optimized asset care plans
•Develop and manage operational and engineering procedures related to reliability, risk management and plant performance
•Ensure timely reporting of complex reliability, using the appropriate reliability management tools to facilitate the implementation of the plant reliability management systems within maintenance, engineering, operations, and technology departments
•Manage projects – operations interface during initiation, development, operation assurance and readiness phases for plant performance and risk management related topics
•Manage equipment and production systems criticality identification activities and SCE assurance task extension
Quality Assurance and Risk Management:
•Develop quality procedures, instructions, and share the productive inputs with management
•Provide quality systems’ direction for the OLNG manufacturing plant, whilst providing assurance in analysing and solving complex quality and reliability problems
•Formulate and integrate engineering / maintenance QA/QC strategies with the company’s overall strategic plans to ensure alignment of organizational goals, values and resources
•Establish engineering department quality objectives and goals, and effectively interact with engineering teams to understand and communicate quality deliverables and ensure delivery of quality requirements
•Review and assure the quality of the reported operational data and equipment performance history to deliver improvements in plant performance metrices
•Ensure effective measurement of quality performance, implementing audits on maintenance and engineering processes, operational excellence functions, non-compliance investigations, analysis and design of corrective action learning processes and business improvement
•Coordinate with discipline managers to ensure the projects are adequately manned with required Quality Assurance/Quality Control (QA/QC) personnel
•Review and ensure compliance of all the quality functions and activities such as procedure preparations, written instructions, top management reporting to share the productive inputs which could lead to successes in current and future company’s inter-affiliates, and/or inter-departmental processes (Process Owners) with the relevant industry standards
Management of CMMS:
•Establish, and manage the OLNG computerized maintenance management system (CMMS) for building asset information, assets and spare parts registering, maintenance management, tracking maintenance history and reliability of plant equipment
•Check operational data and equipment performance analysis to deliver improvements in critical maintenance related metrics including unplanned downtime, PM compliance, schedule compliance, Mean-Time-Between-Failures (MTBF), and maintenance related costs
Reliability and Quality Assurance - Continuous Improvement and Audits:
•Drive the implementation of reliability and continuous improvement programs in areas of incident investigations
•Promote cost optimization and productivity enhancing initiatives
•Carry out annual trend analysis of audit findings, utilise the findings to communicate the corrective action plans to all concerned parties
•Coordinate and follow up with auditees to establish if corrective and preventive actions are being implemented and maintained
•Review and assure the required operational data for benchmarking activities
•Establish and maintaining the engineering skill pool development program, ensuring delivery and communicating requirements for training and development of discipline engineers into the engineering functions
KEY CHALLENGES
•Strike a balance between achieving high reliability standards and maintaining operational efficiency as well as a balance between plant reliability, availability, maintainability, safety and cost (CAPEX and OPEX)
•Influence stakeholders in early stage of product/process development to effectively integrate RAM consideration
•Manage reliability and quality of complex systems with intricate interdependence
•Assure the value of technical investment proposal (threat elimination and opportunity realization) from asset operation perspective
QUALIFICATIONS, EXPERIENCE AND WORKING CONDITIONS
EDUCATION
•B.Sc./ BEng in Engineering discipline or equivalent (REQUIRED)
•Certified RCM & RCA facilitator (DESIRED)
•Reliability Engineering, Maintenance & Turnarounds (DESIRED)
EXPERIENCE
•10 years minimum (REQUIRED)
•7 years worked as reliability Engineer including 3 years in leadership position (REQUIRED)
•Experience in LNG industry (DESIRED)
WORKING CONDITIONS
Office based role with 5 workdays a week (Sunday to Thursday)
Occasional working in shifts and on weekends
Occasional travel to corporate office in Muscat
Two years renewable contract
