Job purpose

Leading the Mechanical Operation Support team at OQGN under the Head of Technical Support, providing mechanical engineering robust & proactive strategy, and advising and supporting the Mechanical team in the regions in performing mechanical maintenance services. Leading the provision of mechanical technical and operational support to the Gas Network on a day-to-day basis by Leading the design of mechanical services utilizing best practices. Coordination and supervision of assets, products and maintenance work in the designated area, Accountable for leading the designated staff (team) or external contractors in performing instrument services to ensure Gas Facilities equipment availability, reliability & optimization of cost/resources while facilitating smooth operations of the Gas Facilities to meet operational targets.

 

The position will act by the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, Oman government and other legal justifications and best international practices aligned with National objectives.

Mandate QHSSE Obligations

Main tasks and responsibilities

Rotary 

  • Responsible and accountable for leading engineering support to Gas Network for the rotary machinery and gas turbine (maintenance & Troubleshooting) upkeep in the area assigned to ensure the highest level of reliability and availability. 
  • Support maintenance planning and execution, including managing major activities and liaising with vendors and contractors.
  • Coordinate the activities to perform all Eng. Rotating tasks required for good operation of equipment. 
  • Ensures the quality of repairs complies with standards and manufacturer’s procedures. Lead Gas Turbine Maintenance and troubleshooting assigned tasks/services at Gas Network 
  • Lead the development & implementation of solutions to maintenance processes & activities, ensuring the risk of failures is fully detected, understood, and mitigated. 
  • Lead the identification of critical issues, repetitive failure of rotating equipment, and work to perform the (RCA) and ensure the RCA Recommendations are implemented for the area & able to make plans and execution of work backlogs. 
  • Lead a proactive maintenance task to maximize equipment performance. Root Cause Analysis (RCA) in coordination with inspection for repeated failures or rework – and files a failure report. 
  • Determines the priorities for maintenance work and ensures effective and efficient maintenance is completed before it becomes a high priority. Lead critical/ priority issues on rotating equipment 

 Statics:  

  • Lead Mechanical Static (technical and operational) support to the Gas Network  
  • Lead troubleshooting of operational and technical constraints in static assets, including PCV, RV, Block valves, exchangers, and vessels.
  • Support Maintenance planning and effective execution, including managing major maintenance activities and liaison with vendors and contractors. 
  • Ensure operation and process parameters are within the Integrity Operating Window. Leading the debottlenecking and optimization studies.  
  • Review/ endorsement of periodic reports on Mechanical / statics and determine the best course of action for increasing the Section’s efficiency. 
  • Review and validate all integrity reports to the Gas network, follow up the integrity recommendation and coordinate with the O&M team for the implementation.    
  • Define Long-term Mechanical policy and oversee detailed planning of maintenance activities and programs.   
  • Lead the static maintenance efforts within the Section staff to develop guidelines, specifications, best practices and procedures for Mechanical static equipment. Lead the maintenance of technical expertise in functional areas of process Mechanical statics. 
  • Lead the technical evaluation of bids and generate the evaluation report. 
  • Support the O&M Management Team in Mechanical statics by reviewing and in preparations of operations-related policies, standards, reference documents, standing instructions, etc.  
  • Lead the implementation of Mechanical statics operational improvements in Compressor Stations, GSS and pipelines.  
  • Participate in technical reviews, Design, HAZOP, SAT, FAT and other meetings as warranted.  
  • Ensure maintenance progress reports & contractor’s performance and take appropriate action for any issues that arise. 

Pipeline Maintenance:

  • Lead the provision of technical and maintenance support to the Gas Network related to the pipeline.   
  • Lead troubleshooting of operational and technical constraints in the pipeline, including BVS, pig activities, hot taping, pipe section replacement, valve replacements, pipeline inspections, integrity, etc. 
  • Lead maintenance planning and effective execution for the pipeline, including managing major maintenance activities and liaising with vendors and contractors. Lead services as well as budgeting and setting strategies for pipeline-related maintenance projects. 
  • Lead the spare part and inventory coordination and management for pipeline-related requirements. Managing the pipeline maintenance contractors and support services. 
  • Coordinate with Technical Service for engineering enhancements and development for pipeline-related projects and support   
  • Maintains technical expertise in functional areas of the pipeline. Lead the technical evaluation of bids related to pipeline maintenance aspects and generate the evaluation report. 
  • Develops IDP of Omanis within the section, prepares training programs and monitors their implementation 
  • Implement mechanical operational improvements in the pipelines.  

 Contracts and Contractors:

  • Lead the development of maintenance contracts & their administration, technical evaluation on RFQ, control, and availability of resources. 
  • Lead the technical evaluation of new tenders as required and participate in kick-off meetings on planned maintenance and ensure all planned maintenance activities and work orders are communicated with supervisors (Company/ contract) and are executed as per plan. 
  • Coordinates with contractors the requirements to ensure the necessary resources are on time and as budgeted. 
  • Co-leading the procurement processes via SAP (coordinating with PCI, TSD, and Maintenance) for all the equipment, spare parts, and  
  • Monitors work execution and guide maintenance contractors

Working Conditions

Primarily office-based, occasional travel, and sporadic visits to the operation site.

Education requirements

Bachelor’s degree, Diploma degree, or equivalent in Electrical engineering

Language

English and Arabic, Fluent (required)

Experience and background

10 - 12 Years of experience in troubleshooting, condition monitoring, and relevant processes in rotary/ static / pipeline equipment maintenance (Steam and Gas Turbine, Air and Gas Compressors, Reciprocating Compressors, Centrifugal, and reciprocating Pumps, etc.)
