About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

Oversee and manage complex, large-scale programs, ensuring successful delivery within the established scope, budget, and schedule. The program implementation manager plays a pivotal role in identifying new opportunities and maximizing value by driving the realization of benefits across all program elements, including projects and initiatives.Lead the end-to-end delivery of a portfolio of projetcs, emphasizing change management and service modernization. Ensure efficient and effective program execution by adhering to industry best practices and producing high-quality, timely documentation throughout the program lifecycle.

Education & Experience

Qualifications:
?    Bachelor’s degree in Engineering, Information Technology, Business Administration, or a related field (Master’s degree preferred).
?    Minimum 12 years of proven experience in large scale program and project management, with particular expertise in managing large-scale solutions and platform implementations, enhancements, and rollouts.
?    Excellent analytical, interpersonal, and communication skills, with a proven ability to build and maintain strong customer relationships.
?    In-depth understanding of enterprise solutions, principles, and modern application technologies.
?    Extensive experience in leadership roles, with a demonstrated ability to build and lead program teams that achieve objectives and deliver anticipated benefits.
?    Experiece in dealing with senior stakeholders (e.g. Shareholders, regulator bodies, Board membership…).
?    Well versed in strategy development and implementation for enterprise solutions. 
?    Clear understanding of the distinct roles and responsibilities of project managers and program managers, ensuring effective coordination and role definition.
?    Strong capability to manage and resolve complex issues that may arise, ensuring program objectives and benefits are delivered successfully.
?    Proven track in development of program management standards and processes in consistenty with the PMO.
 

Main Responsibilities

Principal Accountabilities: 
Strategic Vision and Program Alignment:
?    Present the program’s strategic vision, ensuring alignment with corporate goals and the realization of business benefits.
?    Ensure all program components contribute to achieving measurable outcomes and value.
?    A strong business mindset, adept at analyzing complex and ambiguous scenarios while considering long-term outcomes, data accuracy, strategic alignment, and overall value. Utilizes effective models and strategies tailored to meet organizational goals.
Governance and Compliance:
?    Define and adhere to governance frameworks and ensure compliance with company policies and standards.
?    Report program status, including progress, variances, and corrective actions, to senior management and governance committees.
?    Monitor performance against objectives and provide regular updates to stakeholders.
Solution Validation and Technical Oversight:
?    Validate solutions against business objectives, offering technical analysis and feedback.
?    Collaborate with teams to design, configure, and integrate solutions, ensuring alignment with best practices and business requirements.
?    Use business analysis techniques to gather and validate requirements.
?    Foster a culture of innovation by driving creative solutions and encouraging cross-functional teams to leverage technology for business advancements.
?    Ensure alignment between portfolio and enterprise strategies, transformation initiatives, and technology directions via  deep understanding of business challenges and internal and external dynamics when developing strategies
Stakeholder Management:
?    Identify, engage, and manage stakeholders to ensure alignment with program goals, timelines, and budgets.
?    Act as the primary point of contact, facilitating shareholder workshops, design sessions, and meetings to manage expectations and maintain engagement.
Program Lifecycle Management:
?    Lead the entire program lifecycle: initiation, planning, execution, monitoring, and closure.
?    Develop and maintain comprehensive project plans, including scope, timelines, milestones, and deliverables.
?    Drive program strategy to align with business objectives and ensure successful delivery.
Change Management and Training:
?    Develop and implement strategies for change management to ensure smooth solution adoption.
?    Oversee the creation of training programs and documentation to support end-users.
Contract and Resource Management:
?    Manage contracts in accordance with procurement guidelines and ensure compliance with terms.
?    Allocate resources effectively, assigning roles and responsibilities to optimize project delivery.
?    Lead cross-functional teams, including internal staff, consultants, and third-party vendors, providing support and guidance.
?    Develop and implement performance metrics and accountability systems to ensure high performance across the program. Provide support to peers and effectively manage performance challenges to overcome obstacles and achieve objectives.
Budget Management and Reporting:
?    Monitor program budgets and report performance, highlighting variances and corrective actions.
?    Provide financial updates to senior management and governance bodies.
