Purpose of the Job

Join our dynamic team in Oman's rapidly evolving energy sector as a Managing Counsel for Integrated Supply Chain at Petroleum Development Oman (PDO).  This position offers an unmatched chance to be at the forefront of the energy transition, supporting PDO in every aspect of its journey. As a crucial member of the PDO legal team, you will play a pivotal role in shaping and implementing PDO’s contract strategies and supporting a variety of commercial transactions. Your work will directly influence PDO's Integrated Supply Chain function, offering legal expertise on a variety of new projects and significant contracts, and indirectly support strategic PDO transactions, thereby driving high-impact decisions and mitigating risk across PDO’s organization.


Your role will necessitate active collaboration with PDO's top executives to formulate and execute risk-aware, high-caliber legal strategies that promote solid decision-making. Your responsibilities as Managing Counsel will oversee a broad array of responsibilities, including managing strategic tenders, addressing both pre- and post-contractual issues, handling major claims, disputes and litigation, and overseeing new capital ventures, positioning you at the heart of PDO's most critical and strategic endeavors. A significant aspect of your role includes coaching and mentoring your team, focusing on their immediate challenges and long-term growth. You will set and achieve an annual business plan that aligns with both PDO's and the Legal Department's strategic goals, working in close cooperation with the Ethics & Compliance team and other legal experts to ensure the provision of unified and thorough legal advice.
 

Education & Experience

  • Bachelor’s degree in Law.
  • Minimum 12 years of post-qualification relevant legal experience gained in a commercial enterprise or in private legal practice, including a significant experience in supporting Commercial transaction and/or Supply Chain (Contracting and Procurement) departments in large organizations. 
     

Main Responsibilities

  • Provide timely and comprehensive legal services in support of the Supply Chain Contracting Teams and PDO Management with Pre-award activities and Post-award Contract management, in pursuit of its objectives.
  • Advise on, draft, review and negotiate various types of tender documents and contracts and related legal documents (e.g. Well Engineering Services, EPC Contracts, Construction Contracts, Supply of Goods and Services, Confidentiality Agreements, Performance Bonds and Parent Company Guarantees). 
  • To handle legal related interfaces with hundreds of contract holders/engineers, contractors and vendors with a portfolio of contracts representing an annual spend of 6Bln USD.  
  • Review contractual claims and disputes with counterparties, by providing sound and quality legal analysis and interpretation of facts, contract terms and conditions and applicable laws. Facilitate discussions with external parties on legal and contractual matters and settlements and claims in a fair and auditable manner.
  • Ensure health and timely updates of standard  terms and conditions as part of PDO’s procedures. 
  • Ensure compliance by PDO in the conduct of its affairs with the laws of Oman and with generally accepted and applicable rules, regulations and standards of the oil & gas industry. 
  • Facilitate legal and contractual settlements and claims in a fair manner safeguarding community relations.
  • Ensures all team members have clear goals and communicates how these feed to team and organisational goals
  • Articulates the required outcome to the team, and provides them the opportunity to deliver it independently and autonomously, whilst ensuring that the  team is continuously improving by providing its members with stretching and challenging targets
  • Key member of the Integrated Supply Chain Leadership Team, and form key member of multi-disciplinary teams and participate in DRB’s and relevant leadership team meetings for project related discussions.  
  • Proactively identifies opportunities for improvements in PDO standards, guidelines, procedures and contractual approach based on a wide understanding of clients need, relevant stakeholder’s requirements and external developments.
