About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

  • As a Senior Pre and Post Award Contract Excellence Specialist in Integrated Supply Chain, you will play a pivotal role in laying out, improving, and ensuring effectiveness and efficiency of Strategic sourcing, contracting and contract management processes within the integrated supply chain framework. This position also Leads in continuously improving the end-to-end Contracts & Procurement process.
  • The role is a key referral point for all Supply chain users in pre and post award processes to provide sound Commercial Advice to entire PDO Third Party Portfolio of USD 20 Billion + and 650 Active Contracts and 100 + Sourcing events.
  • This role participates in laying out certification requirements of CHs & COs, training of CEs and CHs in critical areas of the CP Process. 
  • This position demands a seasoned professional with a strong background in Contract Engineering, Contract management, supply chain operations, and a meticulous attention to details. The successful candidate will facilitate the seamless execution of pre- and post-award contracting activities, optimizing supplier relationships, and enhancing overall supply chain performance. 
     

Education & Experience

  • Bachelor’s degree in business administration, Engineering, Supply Chain Management, Legal Studies, or related field; advanced degree preferred. And preferably membership of a professional supply chain institution.
  • Minimum of 7 years of experience in contract management, procurement, or supply chain operations, with a focus on pre- and post-award contract activities.
  • Leadership (3+ years) experience in C&P or business (CO or CH) 
  • Subject Matter Expert for the development of contracts, maintains links with internal and external networks to gather leading practice insights.
  • Coached others within and outside of CP by sharing insights and experiences in Contract management and can lecture the topic on training courses and workshops.
  • Subject matter expert in Post award contract management and can develop and implement PACM processes from first principles associated in-house coaching and training program to raise pan PDO PACM related capability.
  • Demonstrated passion for developing people and building capability. 
  • Strong understanding of contract law, negotiation techniques, and contract administration best practices.
  • Proficiency in contract management software, ERP systems, and Microsoft Office Suite. 
  • Excellent analytical skills with the ability to interpret complex contractual documents and financial data.
  • Exceptional communication, negotiation, and people skills.
  • Proven history of driving process improvements, cost savings, and supplier performance optimization.
  • Certification in Contract Management (e.g., CPCM, CFCM) or Supply Chain Management (e.g., CPSM, SCMP) is a plus.
  • Demonstrated experience in change management.
     

Main Responsibilities

  • Map out and improve end to end CP process to drive speed and value.
  • SME for the end-to-end CP Process and bring external best practices to PDO.
  • Provide critical commercial advise on all areas of CP Process and execution of Sourcing and Contracts.
  • Support PDO in mitigating the corporate risk of Contract Management 
  • Map out competency requirements and a roadmap for improvements in capabilities of CH’s and CEs through trainings and capability development programs. 

Responsibilities:

  • Process Optimization and Compliance:
    • Develop and refine standardized processes and procedures for contract management, ensuring consistency and efficiency across the organization.
    • Stay abreast of regulatory changes, industry trends, and best practices in contract management and supply chain operations.
    • Provide guidance, training, and support to internal teams on contract management principles, tools, and techniques.
    • Collaborate with legal, finance, and compliance departments to develop Templates and ensure contractual agreements are compliant with applicable laws, regulations, and policies.
  • SME for Contract Pre-Award Activities and deliver commercial advice to cross functional Teams on:
    • Segmentation, Category & Contract Strategies, Tactics, Tender & Contract Templates.
    • Collaborate with FLG, FLGE, Finance, ICV, HSE and others to bring in best processes, templates and address any gaps.
    • Lead the development and negotiation process of contracts, ensuring alignment with organizational objectives, legal requirements, and industry standards.
    • Advise on Evaluation, assessment of risks, and appropriate contract structures and terms.
  • SME for Contract Post-Award Activities and deliver commercial advice to cross functional Teams on:
    • Contract Management Plans, BPRs, Close-outs, Consequence Management, Claims
    • implementation and execution of awarded contracts & adherence to contractual obligations and timelines.
    • Establishing key performance indicators (KPIs) and metrics to measure supplier performance and contract compliance.
    • Contract reviews and audits to identify deviations, mitigate risks, and drive continuous improvement initiatives.
    • Advise on Resolution of contract-related issues, disputes, and discrepancies in collaboration with relevant stakeholders.
  • Supplier Relationship Management:
    • Advise on development of strong relationships with suppliers, fostering open communication, trust, and collaboration.
    • Advocate for fair and transparent business practices while promoting a competitive supplier ecosystem.
  • Map out Digitalisation Requirements of ISC.
  • Support Incident investigations, Audits.
