The Sr. Contracts Engineer will be responsible for managing contracting strategies and tendering activities. In addition ensuring that bid packages, commercial evaluation, award recommendations, contracts and approvals are carried out effectively and efficiently in accordance with Supply chain Management (SCM) policy and procedures.

 

The Senior Contracts Engineer responsibilities will include but not limited to:

 
  • Liaise with proponent departments, and other support departments (finance, legal, HR, IT, HES, ets) to prepare and develop tendering & contracting strategies
  • Develop commercial evaluation model and participate in developing technical evaluation model
  • Lead communication between the company and bidders during tendering process, including issue invitation to bidders and bid document, prepare response to bidder’s clarification and make sure the bid documents are received and handled in line with laid out company procedures
  • Manage pre-qualification process and coordinate visits to vendors facility for technical & QA/QC audits
  • Review and  perform commercial & ICV evaluations and formulate contracts award recommendations
  • Present with proponent contracts strategies, evaluation results & award recommendations to contracts committee and tender board
  • Responsible to acquire all necessary approvals for commitments and issue contracts & agreements  
  • Develop negotiation strategies and lead negotiation sessions
  • Conduct market analysis/benchmarking and transform market research data into clear outsourcing recommendations & sourcing plans
  • Identify and monitor vendors and changes in the industry
  • Review contract spending & expiry dates and coordinate with the proponents on required actions
  • Manage contracts, including preparation of strategy papers, amendments / extensions recommendations, seeking required approvals
  • Ensure complete contract documentations to provide a clear audit trail
  • Conduct monthly reviews with proponents to anticipate needs and determine requirements
  • Capable to lead on-boarding meetings and manage post-contract-award performance review
  • Develop key performance indicators for major contracts and arrange for periodic service quality meetings
  • Assist cost teams to develop budgets, work programs and for a smooth invoice process
  • Respond to external audit queries and qualifications on assigned contracts
  • Work as focal point for assigned contracts and manage compliance to contractual terms and conditions
  • Controls all internal & external communications during the tendering cycle and Managing Tendering Process & Time Frame
  • Study & Review of all technical & commercial queries and clarifications raised by Tenderers - (During Tendering process)
  • Participation in the evaluation of offers and tenders Assistance, preparation and negotiation of the resulting contracts
  • Participation in the monitoring of the execution of the contracts;   specifically   in   contracts   administration, contractual   clauses,   legal   and   industrial   problems arising from the contracts concerned

  • Bachelor's degree
  • A minimum of 10 years’ experience in contracts management/Engineering in the Oil & Gas Industry
  • Experienced in handling complex BOQs for evaluation and scope verifications

  • Experienced in preparation of tender documents and carrying out bids evaluations

  • Experience should include Pre and Post Contract Awards, contract administration and variation works

  • Exceptional written, oral, and presentation communication abilities

  • Strong analytic and critical thinking skills

  • Knowledge of Oil & Gas operations and key functions

  • Sound knowledge of commercial practices, legal aspects and good negations skills

  • Ability to utilize specialized applicable software packages

  • Rich knowledge in projects and contracts administration

  • Knowledge in legal affairs related to supply & contracts.

  • Conversant with market intelligence & supply chain planning

  • Aware about Quality Control and Quality Assurance                            
  • Detail oriented, articulate clearly, goal-oriented, exhibit a high level of professionalism, and be exceptionally organized
